ABOUT THE GASP WEBINAR SERIES: AVIATION SAFETY PLANNING: ADDRESSING CHALLENGES & PRIORITIES
This series of one hour webinars is intended to develop competencies for persons involved in the planning and implementation of a national aviation safety plan (NASP), in alignment with the ICAO Global Aviation Safety Plan (GASP) and the regional aviation safety plan (RASP). This includes identifying national operational safety risks and other safety issues, such as challenges related to the State safety programme implementation, and planning initiatives to address them. The webinars will address the State's strategic approach to managing safety in civil aviation, including national safety goals, targets and indicators. This series is focused on flight operations and safety management specialists, civil aviation safety inspectors, airline safety managers, and representatives from organizations involved in accident and incident investigation.

Session 1
ICAO's Global Safety Strategy: the Global Aviation Safety Plan
This webinar introduces the 2020-2022 edition of Global Aviation Safety Plan (GASP), which contains ICAO's strategy for improving aviation safety. It will enable participants to understand the role of individual States, as well as regional entities such as the regional aviation safety groups, in the development and implementation of strategies aimed at enhancing safety. The webinar will discuss common challenges and priorities in safety planning and review the high-risk categories of occurrence (HRCs) that States and regions need to address as part of their national and regional aviation safety plan. The webinar will also introduce the global aviation safety roadmap and its connection to the GASP.

Session 2
Introduction to the National Aviation Safety Plan
This webinar is intended to develop competencies for persons involved in the planning and implementation of a national aviation safety plan (NASP), in alignment with the ICAO Global Aviation Safety Plan (GASP). It will provide participants with an overview of the minimum content that should be included in a NASP. The webinar will cover existing guidance material that States may use to assist them in their NASP development, including ICAO Doc 10131, Manual on the Development of Regional and National Aviation Safety Plans and Circular 358, Regional and National Aviation Safety Plan Checklists. The webinar will also address the relationship between a NASP and the State safety programme.

Session 3
Using the Roadmap to Develop a National Aviation Safety Plan
This webinar is intended to develop competencies for persons involved in the development of the national aviation safety plan (NASP). It will provide a step-by-step approach of the NASP development process. The webinar will focus on how States may use the global aviation safety roadmap, to develop safety enhancement initiatives as part of a comprehensive action plan to support the national safety strategy and achieve the national safety goals and targets, in line with the Global Aviation Safety Plan.

SPEAKER:
Martin Maurino, Technical Officer, Global Aviation Safety, ICAO
SPEAKER BIO:
Martin Maurino began his career in aviation as cabin crew member at Air Canada.
In 2003, he joined the International Air Transport Association (IATA) as a Safety Analyst and in 2006, he was appointed Manager, Safety Analysis. In that role, he managed the IATA Safety Report, Safety Management Systems and Human Factors.
He went on to join Transport Canada Civil Aviation, as Civil Aviation Program Manager, working on the implementation of Safety Management Systems and Fatigue Risk Management.
In 2010, Martin joined the International Civil Aviation Organization (ICAO). He is ICAO's Technical Officer, Global Aviation Safety. Martin responsible for ICAO's Global Safety Strategy, and acts as Secretary to the ICAO Global Aviation Safety Plan Study Group, composed of representatives from States and international organizations.
He holds a Masters degree in Industrial Engineering, specialising in Human Factors and Ergonomics, from the University of Montreal.
