During this session the panelists will provide perspectives on risk assessment practices and how services can be leveraged to increase UTM operational safety. Speakers representing civil aviation authorities, industry service providers, and operators will share their experience using different risk assessment methodologies for complex operations and discuss their plans and visions on the role of UTM services to mitigate potential risk. The discussion will also include perspectives on best practices and the role of standards on UTM operational safety analysis.

Benoit Curdy (Swiss Federal Office of Civil Aviation) 

Benoit Curdy is head of the strategy and innovation section at the Swiss federal office of civil aviation. He also leads the deployment of the       U-space regulatory package in Switzerland






Speakers

David Martin (EUROCONTROL) 


David Martin is a Safety Assessment Specialist, part of the Safety Team at the EUROCONTROL Innovation Hub in Bretigny-sur-Orge since October 2017. During the last years, he has participated and led the safety related activities for all Unmanned Aircraft Systems (UAS) related projects within EUROCONTROL. Among the different drone projects, he has participated in CORUS and CORUS-XUAM, the concept of operations for the European UTM system and its extension to Urban Air Mobility, PODIUM which conducted operations of drones with initial UTM systems or BUBBLES defining the building blocks for a U-Space separation management service, among other. Furthermore, David represented EUROCONTROL within the JARUS expert group in the scope of the SORA developments, he has contributed recently to the publication of the AMC/GM to the EASA U-space regulation in relation with the airspace assessment and currently supports European Member States to conduct safety assessment for the safe integration of UAS into their national airspace.  


Jarrett Larrow (Federal Aviation Administration) 

Jarrett Larrow is a member of the Federal Aviation Administration's (FAA) Unmanned Aircraft Systems (UAS) Integration Office, Implementation Branch located at FAA Headquarters offices in Washington, DC. He facilitates cross-LOB efforts in development of UAS Traffic Management (UTM) and leads the safety related aspects of the program.  Before joining the UAS Integration Office, Jarrett led similar efforts in Flight Standards focusing then on Communication, Navigation and Surveillance technologies and concept development. He also has spent roughly a decade in avionics standards and policy development within FAA's Aircraft Certification Service where he led Trajectory Based Operations (TBO) initiatives.


Andreea Perca (Swiss Federal Office of Civil Aviation)



Andreea Perca joined the Swiss Federal Office of Civil Aviation beginning of 2020 and is the co-leader of the UAS Authorisation and Oversight Section. In this position, her main activities relate to drone flight permits and projects with focus on innovation and risk management. Andreea is also co-leading the JARUS SORA Main Body Task Force, one of the JARUS groups responsible with the further development of the Specific Operations Risk Assessment methodology. Andreea is an air navigation engineer and holds a Master in aviation management.



David Guerin (African Drone Forum)



David Guerin has forty years in ATM and ATC in Australia, the UK and Europe, with his focus during the last decade on remotely piloted aircraft, including assessing applications for drone operations in Australian airspace, and a one-year sabbatical with the UAS team of the German Aerospace Centre. David represents air traffic controllers (IFATCA and UK-GATCO) across various forums, including the ICAO RPAS Panel and is secretary of the Royal Aerosociety UASSG. Also, as a volunteer, David supports humanitarian drone operations in the Global South through the African Drone Forum, where he is a member of many RPAS/UAS groups with JARUS, FSF, and WFP; and is the funder and lead author of the Global Drone Regulations Database. As a consultant with the World Bank since 2017, David has been operations manager and safety lead of various African drone competitions and assists in a suite of knowledge pieces and drone-based disaster risk management projects throughout the Global South.
